ELV / Burnley

How it works

  1. Enter the car's postcode and a few details on the form.
  2. ELV passes them to one buyer, based in Altham, Accrington.
  3. The buyer contacts you with a price. You decide whether to go ahead.

Burnley postcodes

Burnley is BB11, and BB11 is covered in full. Parts of BB10 and BB12 are covered by sector, below. BB4, BB5, BB11 and OL13 are covered in full.

These are covered when you give a full postcode: BB1 4, BB10 1 to 4, BB12 0, BB12 6, BB12 8, BB6 7 and OL12 8. A few postcodes inside those sectors sit outside the area, so the form needs the whole postcode to check.

Any other BB postcode gets a plain "no buyer yet" and the option to join a waiting list.

What to have ready

The form asks for the car's postcode and registration, whether it runs, any damage or missing parts, and whether you have the V5C logbook. The Certificate of Destruction page explains the paperwork.

Paperwork and payment

The buyer arranges the paperwork, including the Certificate of Destruction where the car is scrapped.

The buyer agrees the price with you first and pays you when the sale is completed. ELV takes no payment from you.

If the car has been left on the road

A car left on a road is for Burnley Borough Council, not ELV. The council asks for the registration, colour, make and location, checks whether the vehicle is stolen and who the keeper is, and removes it if it confirms it is abandoned.

A taxed car on the highway that is moved within 21 days should not be reported, because the council can take no action.

A car that is only untaxed, or only has a SORN, and sits on the highway is reported to the DVLA on gov.uk, not the council. A car in the keeper's usual parking space is not acted on either.

The council cannot help with poorly parked vehicles, obstruction, neighbour or residential parking disputes, or breakdowns.

Questions

Does ELV buy my car?

No. ELV is an enquiry service. It passes your details to one buyer in Altham, and the buyer contacts you with a price.

Will I get paid?

The buyer agrees the price with you first and pays you when the sale is completed. ELV takes no payment from you.

What if my car is untaxed or on a SORN?

You can still tell us about it. If it is only untaxed or on a SORN and parked on the highway, that is for the DVLA to deal with, not Burnley Council.

Do you cover my Burnley postcode?

BB11 is covered in full. Parts of BB10 and BB12 are covered by sector, and the form checks the full postcode you give. Anywhere else gets a plain "no buyer yet".
