ELV / Rossendale

How it works

  1. Enter the car's postcode and a few details on the form.
  2. ELV passes them to one buyer, based in Altham, Accrington.
  3. The buyer contacts you with a price. You decide whether to go ahead.

Rossendale postcodes

BB4 and OL13 are both covered in full. OL12 8 is covered by sector, below. BB4, BB5, BB11 and OL13 are covered in full.

These are covered when you give a full postcode: BB1 4, BB10 1 to 4, BB12 0, BB12 6, BB12 8, BB6 7 and OL12 8. A few postcodes inside those sectors sit outside the area, so the form needs the whole postcode to check.

Any other BB postcode gets a plain "no buyer yet" and the option to join a waiting list.

What to have ready

The form asks for the car's postcode and registration, whether it runs, any damage or missing parts, and whether you have the V5C logbook. The Certificate of Destruction page explains the paperwork.

Paperwork and payment

The buyer arranges the paperwork, including the Certificate of Destruction where the car is scrapped.

The buyer agrees the price with you first and pays you when the sale is completed. ELV takes no payment from you.

If the car has been left on the road

Rossendale Borough Council may remove abandoned vehicles from public land and all public highways, and from private land if the landowner does not object. If it believes a vehicle is abandoned, it puts a notice on it. The owner can remove it, or risk it being removed, destroyed and a possible prosecution.

It looks at signs such as an untaxed vehicle that is not in use, an expired MOT, missing number plates, broken windows, flat tyres, a burnt-out shell, or weeds and dirt built up around it.

A car that is only untaxed is reported to the DVLA. One with no current MOT and none of those other signs is a police matter, as is an obstruction. Pavement or parking breaches go to Lancashire County Council.

Can I ask about a car that failed its MOT?

Yes. You can ask about a car that failed its MOT or will not start. Our page on non-runners and MOT failures covers what you can ask about.

I got a notice on my car. Can ELV help?
